coordinates efforts to prevent and end homelessness within the Jacksonville community. ESHC works with 50+ member organizations to provide solutions for homelessness on the First Coast by shaping the direction of services and policy. The primary responsibility of ESHC is to perform the functions of a lead agency of the Department of Housing and Urban Development's (HUD) Continuum of Care (CoC) grant. These responsibilities include data and grant management, providing training for member agencies, and continuing the search for new funding opportunities.
